The Hunting Decree and the Hunting Administration Decree contain the 2 Legal Organizations that the regulations take into account:
Hunter
Every year, hunting permission must be reapplied for in Flanders in order to be allowed to hunt. This is normally done via the e-portal , but can also be done in the ‘old-fashioned’ way via the following documents:

Hunting licence
Who can apply for a hunting license?
To apply for a hunting license, you must be in possession of a hunting permit. You can then apply for a hunting permit for someone who wants to invite you to the hunt. That person must be at least 18 years old, have hunting leave outside Flanders and be physically and psychologically eligible to hunt in Flanders. His/her history is also examined: there may be no serious convictions to his/her name. The exact conditions are stated in Articles 13 and 14 of the Hunting Administration Decree of 25 April 2014.
How can you apply for a hunting license?
- Via the e-counter (however, this is not possible for non-Belgians).
- By registered letter to the district commissioner responsible for hunting in your province. The contact details for each province can be found on the downloadable application form (see below).
How much does a hunting license cost?
A hunting license costs 40 euros. Some provinces charge a provincial tax on top of that.
Hunting rights holder
Is the Hunter who owns the hunting rights (as owner or tenant) or has the permission of the owner or his entitled party.
This is made official by filing a hunting plan with an indication of the plots where he has the hunting right with the district commissioner.
Wildlife Management Unit – WBE
A WBE is a partnership between hunting rights holders. This is usually done in the form of a non-profit organization where the hunting rights holders are the members. In Flanders, there are 182 WBEs.

The documents listed below are eligible as certificates of passing the theoretical and practical hunting exam:
- Proof of passing the practical hunting exam in the Flemish Region
- A certificate of passing the theoretical hunting exam in the Flemish Region, issued before 1 January 1995
- A Flemish hunting permit valid for the previous hunting season
- A certificate of passing the hunting exam in the Walloon Region, issued from 1 January 1998
- A Walloon hunting permit for the current hunting season
- Proof of passing the hunting exam in the Netherlands
- A Dutch hunting license for the current hunting season
- Proof of passing the hunting exam in the Grand Duchy of Luxembourg
- A Luxembourg hunting permit for the current hunting season
- A certificate of passing the hunting exam in France, issued from 1 January 2003
- Proof of passing the hunting exam in Germany
- Proof of passing the hunting exam in Austria
